The officers of the Club are the President, Secretary, Treasurer and Archivist. The term of each is one year from the date of the Annual Meeting. All officers may be reelected except the President who may serve no more than two consecutive terms. The current officers are:
Otis S. France, President
Otis joined the Club in 2013 and has been an active member of the Personnel Committee, Audit Committee, and the Golf Committee. Otis also serves as a Board Member of the Foundation. Otis transition from the workforce (retired) on December 31, 2018. He spent over 40 years working in the Federal Government, Private Sector, and a Non-Profit Organization.

Otis’ distinguished career includes working as a senior manager at the Department of Homeland Security (DHS) withover 15 years in a variety of positions at the Department level and at two of DHS’s Components, the Transportation Security Administration (TSA), and the Immigration and Customs Enforcement (ICE) agency. In those positions he served as Director and Deputy Director in the office of the Chief Financial Officer for TSA, as the Assistant Director in the office of the Chief Financial Officer at DHS, and as Branch Chief in the Budget Division for the Immigration and Customs Enforcement (ICE) agency.
Otis managed TSA’s multiyear budgets and served as the TSA and ICE budget liaison with the Department of Homeland Security, Office of Management and Budget (OMB) and Congressional Stakeholders.
As Assistant Director for DHS he oversaw the development of the Budget formulation guidance for all budget submissions for the DHS and its 18 components, including high level communications and meetings with OMB and Congressional Representatives on Congressional Budget Justifications for DHS.
Prior to joining DHS, Otis worked for the Department of Justice as Branch Chief for the Immigration and Naturalization Service in the office of the Chief Financial Officer and at the Space and Naval Warfare Systems Command (SPAWAR) as a senior budget analyst. Otis also worked in the private sector providing financial and budget support to the Department of the Navy.

The American University and a Bachelor of Science (BS) degree in Business Administration from Virginia State University.
Family:
Otis is married (Joyce) and has three children, Nikki, Jason, and Ashley. He is a member of Fort Foote Baptist Church in Fort Washington, Maryland, and serves as Chairman of the Trustee Board, member of the Finance Committee, sings in the Male Chorus, and mentors’ young adults on career and financial planning.

Current hobbies include playing golf, jogging, and weight training.
Dean M. Tyree, Treasurer
Dean is a native Washingtonian who joined the Club in 1985 after enjoying many years of activities as his father, Samuel Franklin Tyree, Jr’s, guest. Prior to serving as Treasurer, Dean was elected Secretary in 2013. After working for 45 years in the Private Sector and Non-Profit Organizations, Dean retired in 2020.

Dean’s career includes working as Investigative Auditor for the American Federation of Government Employees, the Construction Contract Auditor for the Rouse Company, Management Analyst for the Housing Opportunities Commission of Montgomery County. Dean currently operates Tyree & Associates providing accounting services and income tax preparation and is licensed with the State of Maryland – Department of Labor, Licensing and Regulation State Board of Individual Tax Preparers along with the Internal Revenue Service.
Dean is a graduate of Lincoln University, Pennsylvania.
Dean has three sons, Devon, Eric, and Dane and four grandchildren.
Dean enjoys playing chess, boating, skiing, cooking, gardening, and other activities during leisure time. Dean is the Vice President of the Adelphi Hills Community Association.
Charles M. Livingston, Secretary
Charles is leading HHS’ Cybersecurity Risk Management Strategy implementation and is spearheading the integration of Cybersecurity into the discipline of Enterprise Risk Management, incorporating Supply Chain, Human Resources, Financials, Legal, Technology, Cybersecurity, and more for a holistic approach to Risk Management.

He previously served as the HHS CDM Program Manager and led the Executive Engagement, Stakeholder Management, and Operational Implementation of the HHS CDM Program, across all twelve Agency Operating Divisions (OpDivs) including CDC, CMS, FDA, OS, and NIH. He also served as a principal advisor to HHS Cybersecurity leadership in supporting the initiative to ensure HHS and its OpDivs have an enhanced understanding of cyber threats and vulnerabilities to fix the worst problems first.
Charles completed a 23-year naval aviation career, retiring at the rank of Commander (O5), and is a proven Cyber Security and Program Management Professional. He’s been a member of Alpha Phi Alpha Fraternity since 1976 and a member of the Bachelor-Benedict Club of Washington DC since 2011. A graduate of Cornell University and the Naval Postgraduate School, he’s a Washington D.C. native, married to his best friend Ellen, and has a son, two daughters, and a grandson.
R. Wesley Webb, Archivist
Mr. Wesley Webb is an Internal Controls Program Manager for the United States Citizenship and Immigration Services. In his role he ensures that the procurement policies and procedures are being followed in Logistics Management operations throughout the agency in the United States and abroad.

Mr. Webb is an Army veteran who served over five years at the Landstuhl Regional Medical Center in Germany. During this time, Mr. Webb was deployed to Saudi Arabia in support of Operation Desert Shield and Desert Storm. He served his country honorably and was awarded several Medals of Honor including: the Southwest Asia Service Medal, two Bronze Stars, and the Kuwaiti Liberation Medal.
An avid community servant, Mr. Webb enjoys “giving back!” He currently serves on the national board for the 100 Black Men of America for the Northeast District. Through his leadership he has helped Chapters to position their organizations for growth by promoting strategies for increasing the number of financial members, program analysis, and enforcing minimum service hour requirements.
Mr. Webb is a member of Phi Beta Sigma Fraternity, Inc. and is affiliated with the Tri-Sigma Graduate Chapter in Montgomery County, MD. He spearheaded the efforts to create the Taylor, Morse, and Brown (TMB) Foundation and served as its first President. The TMB Foundation is a charitable tax-exempt 501 (c) (3) organization focused on outreach and development in underserved communities.
Mr. Webb has previously served on the following Boards in Washington, D.C. metropolitan area:
- Gandhi Brigade
- Montgomery County Committee for Ethnic Affairs, and
- United Nations Association of the National Capital Area.
Mr. Webb holds a dual master’s degree in Business Administration and Sustain Based Leadership from the University of Maryland University College. He received a Bachelor of Science in Criminal Justice from the University of Maryland University College’s European Division located in Heidelberg, Germany.
Mr. Webb is originally from Marion, IN and currently resides in Germantown, MD with his wife, Mechelle D. Johnson-Webb, Esq., and their Scottish Terrier, Bentley.
